Not currently, no, but that's a feature on the wishlist.

If you want to run something every week, you could technically run a one-round Supplemental Draft each week and that's effectively the same thing. As commissioner you'd have to manually run the round each week.

if i turn off waivers and turn on supplemental what do the teams see on there side?

They will see a Rank Draftees link on their team page. On there they can rank Free Agents.
